Job Summary:

The US Patent and Trademark Office (USPTO) is building a next-generation IT system for patent examination called Patents End-to-End (PE2E).PE2E willnot only replace and improve the existing IT infrastructure but reinvent the examining process. The success of PE2E is critical to the patent examination process, and by extension, to the US economy.

Many kinds of internal and external stakeholders depend on the patent examination IT system. The PE2E system must support modern tools for allowing patent examiners to interact with patent applicants, as well as support the needs of patent holders and the large community of researchers and Intellectual Property professionals who rely on patent-related information. Patent examination requires considerable technical and legal expertise. The IT system to support examination must include outstanding user interface design, state-of-the-art search tools, and very fast response time.

For PE2E, an entirely new service-oriented architecture is being designed using an agile development framework. The system will be built using open standards with the goal of building a fast, flexible, scalable, maintainable architecture. Patent documents will be stored in a new XML-based information architecture. The project also includes an extensive process reengineering component and an emphasis on excellent user interface design that meets stakeholder needs. User research and initial interface design are already underway.

To ensure the success of the PE2E project, the USPTO is seeking a Senior Level IT Program Manager to lead the planning and execution of the effort. Reflecting the critical importance of this effort, the position will reside in the Chief Information Officer's office for administrative purposes, but will be under the direction of the Under Secretary of the USPTO. The incumbent will work closely with the PE2E technical advisory team but will have full responsibility for the successful execution of the effort.

Major Duties:

The main responsibility of the incumbent is to successfully lead the PE2E IT effort by managing a collection of related projects to successfully implement an advanced patent examination system. Projects include the building of a new application architecture, a new information architecture, and new user interfaces.

Specific assignments for the Senior Level Information Technology Program Manager will include, but not be limited to, the following:

· Perform full range of project management activities. Manage multiple projects, some large or complex, from project initiation through requirements, design and development, testing, implementation, maintenance, and retirement, using a standard methodology.

· Lead project staff responsible for managing, administering, developing, and/or maintaining information technology software applications.

· Coordinate project activities in order to ensure that efforts are initiated and completed on schedule and within budget. Develop and maintain project plans.

· Manage software implementation projects, including monitoring schedule progress and actual resource usage against plans, providing guidance for team members and quality control over team work products. This includes managing a set of projects by following standard methodologies to meet program objectives, identifying and resolving issues and risks, providing status updates to key stakeholders, overseeing communication processes, conducting project reviews, and working with line management and external vendors to resolve issues with staff. Develop and implement automated migration strategy for complex legacy data that must be incorporated into the new system. Design and maintain technical and project documentation.

· Apply new IT developments and applications; emerging technologies and their applications to business processes; project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments; and applying effective oral and written communication techniques. Define project plans to include schedule, cost estimates, work breakdown structures, resource plans, etc.

· Create strategies for risk mitigation and contingency planning.

· Meet with key customers and senior management and officials to assess customer satisfaction, explain organization policy and procedures, resolve significant problems, and facilitate mission accomplishment. Define business requirements and ensure all requirements are met. Lead the analysis of requirements through interactions with business users, subject matter experts and project team members. Lead software development with a user-centered focus.

· Work with external vendors, subject matter experts, and project team members to develop effective approaches and designs leveraging Commercial off-the-Shelf (COTS) hardware and software and custom software tools.

· Support integration of projects within the entire IT infrastructure.

· Prepare and present project briefings to various levels of management including executive level.

Level of Responsibility

The incumbent works under the administrative supervision of the Chief Information Officer who performs a minimal review of the incumbent's work to assure conformance with overall policy. Recommended decisions and strategies are forwarded directly to the Under Secretary and Director or Deputy Under Secretary and Deputy Director. The incumbent frequently meets with these officials as well as high level officials in other Executive Branch departments and industry leaders and their senior staff in regard to PE2E.


Preferred Candidates would have extensive experience in the following areas/applications:

1. Knowledge of and experience applying a wide range of management principles, methods, and techniques including project management and planning and creating work breakdown structures to provide guidance in project planning and budget formulation and ensuring action plans are realistic.

2. Ability to responsibly manage the performance and completion of a major program or initiative including managing large project budgets and significant revenue targets. Deep experience with agile software development techniques.

3. Mastery knowledge of a variety of technologies and automated information systems functions to provide expert oversight in the development, identification, management and projection of emerging trends. This includes technology to support enterprise-wide knowledge sharing and collaboration, implementation of portals, enterprise search, content management and workflows.

4. Mastery skill in managing complex analysis and multi-stage problem solving.

5. Expert knowledge and application of a range of analytical skills to effectively plan, organize, implement, and measure program progress.

6. Demonstrable ability translating business requirements into system solutions, with experience developing blended multi-disciplinary teams.

7.Ability to develop request for quotes/proposals (RFQ/RFP) for any needed external services.

8. Experience working with a broad and diverse user community to gather requirements, develop and validate solutions.

9. Excellent oral and written communication skills to effectively present a variety of persuasive briefings to senior management on complex technical issues and direct subordinate staff and to effectively gain acceptance of deliverables with the user community. Experience briefing senior management up to executive level.


Due to the complexity of the position, themost highly qualified candidates would possess a Bachelor's Degree in Information Technology (IT) or a related field from an accredited college or university.
